The US is now trying to make the Haitian government sign a memorandum of understanding as a condition for returning these documents -- in essence, holding the documents hostage -- which would allow the US to edit the documents as they choose. In Dominique's words regarding the US's involvement in the Haitian coup d'état, "the firefighters were the arsonists." Nairn also describes how the US and multilateral institutions like the World Bank and the IMF forced Jean-Bertrand Aristide to accept structural adjustment programs and other neoliberal reforms as a condition of his return in 1994, in order to better serve the interests of the business community. They also discuss the possible extradition of Toto Constant, who is currently in the United States.
