Jean Dominique interviews American journalist Allan Nairn about Nairn's investigations into US secret operations in Haiti during the 1991-1994 coup years. Nairn details the US's sponsorship of FRAPH and FAd'H (including the CIA's payments to Toto Constant, Michel François, and other coup leaders), its providing of weapons to FRAPH and the Haitian army, as well as the US's attempts to cover its tracks by removing FRAPH documents from Haiti. The US is now trying to make the Haitian government sign a memorandum of understanding as a condition for returning these documents -- in essence, holding the documents hostage -- which would allow the US to edit the documents as they choose. In Dominique's words regarding the US's involvement in the Haitian coup d'état, "the firefighters were the arsonists." Nairn also describes how the US and multilateral institutions like the World Bank and the IMF forced Jean-Bertrand Aristide to accept structural adjustment programs and other neoliberal reforms as a condition of his return in 1994, in order to better serve the interests of the business community. They also discuss the possible extradition of Toto Constant, who is currently in the United States.
