Jean-Robert Sabalat, ancien responsable du Bureau Électoral Departemental (BED) de l’Ouest, décrit les événements qui se passèrent avant et pendant l'élection du 29 novembre 1987, élection qui fut violemment reprimée par l'armée. Le 28 novembre, l'armée intérfera avec la distribution du matériel électoral, bloqua et menaça les électeurs dans l'optique de les empêcher de voter, et attaqua Alain Rocourt, le responsable du CEP. Le 29 novembre, l'armée tira sur les files d'électeurs qui faisaient la queue devant les isoloirs notamment au bureau de vote de Ruelle Vaillant où les électeurs furent massacrés. Après ce carnage, Sabalat fit une intervention radiophonique pour annuler les élections. Les responsables du massacre (Henri Namphy, Williams Régala) ne furent pas jugés et restèrent libres.

Jean-Robert Sabalat, former president of the Bureau Électoral Departemental (BED) de l'Ouest, describes the lead-up to and events of the November 29, 1987 elections that were violently repressed by the army. On November 28, the army interfered with the distribution of voting materials and engaged in widespread voter suppression and intimidation, including an attack on CEP head Alain Rocourt. On November 29, the army attacked voters as they lined up to vote, most notably at the voting location on Ruelle Vaillant, where voters were massacred. After the Ruelle Vaillant massacre, Sabalat went on the radio to cancel the elections. Those responsible for the massacre (Henri Namphy, Williams Régala) have not been held accountable.
