or other things that we felt we had an obligation | 0:45 | |

DOD was unwilling to do these interviews | 0:54 | |
too far in advance because of security reasons. | 0:59 | |
They said they didn't want people to be aware | 1:02 | |
that they were about to be transferred out | 1:04 | |
until sort of the last minute. | 1:06 | |
But it put us in a very difficult situation | 1:09 | |
because if fears were expressed, | 1:11 | |
we wouldn't get notice of it until right at the last minute. | 1:14 | |
And then we would really be scurrying to try | 1:17 | |
to substantiate these claims or not. | 1:19 | |
And a lot of times they would bring up issues | 1:21 | |
related to specific things that had happened in their past | 1:25 | |
which weren't a matter of public record. | 1:29 | |
And we would then have to go back very quickly | 1:30 | |
to our Embassy in the country and try to find out the facts | 1:32 | |
and whether this was justified or not. | 1:36 | |
And so this resulted at times in a bit of a divide | 1:39 | |
between state and defense at the last minute | 1:44 | |
before transfers were supposed to happen. | 1:46 |
