| There's a big difference between tactics and strategy | 1:28 | |
| and a set of tactics don't necessarily make a strategy. | 1:30 | |
| You know - drones, for example, are not | 1:33 | |
| strategy by themselves. They are a tactic, | 1:36 | |
| but they need to fit under a bigger strategy. | 1:38 | |
| A bigger strategy should includes all the tools available | 1:41 | |
