| Unfortunately, all our successes has been tactical. | 1:06 | |
| So, um, we can, um, disrupt a plot. | 1:09 | |
| We can arrest individuals who are involved | 1:15 | |

| We can kill a bad guy. | 1:18 | |
| So those are tactical wins that saves a lot of lives. | 1:19 | |
| However, that's not a strategy to combat terrorism. | 1:22 | |

| There's a big difference between tactics and strategy | 1:28 | |
| and a set of tactics don't necessarily make a strategy. | 1:30 | |
| You know - drones, for example, are not | 1:33 | |
| strategy by themselves. They are a tactic, | 1:36 | |
| but they need to fit under a bigger strategy. | 1:38 | |
| A bigger strategy should includes all the tools available | 1:41 | |
| in the toolbox. | 1:45 |
