| because it became clear that many of these individuals | 0:36 | |
| were going to be going home at some point, | 0:38 | |
| and we should have recognized that more openly upfront. | 0:41 | |

| we were often interrogating detainees who had been | 0:48 | |
| in leadership positions. | 0:53 | |
| Granted, some of those leadership positions | 0:55 | |
| may have involved training others to build bombs, | 0:57 | |
| but these were individuals who were smart | 1:01 | |
| and capable as human beings. | 1:05 | |
| And the human capacity that I encountered there | 1:09 | |
| in the intelligence of some of the detainees | 1:13 | |
| in their self-discipline and their hard work, | 1:16 | |
| if there would only be a way | 1:19 | |
| to help channel that human capacity | 1:21 | |
| into positive things. | 1:23 | |
| Especially as these detainees | 1:25 | |
| some have already gone home and more will go home, | 1:28 | |
| I wish we would have more of an eye to that. | 1:32 |
