| Now there thousands of people who believe in bin Laden-ism. | 0:19 | |

| but it is the same type of ideology. | 0:25 | |
| Bin Laden never dreamed | 0:28 | |
| that he would have, you know, | 0:30 | |
| affiliates and believers in his rhetoric, | 0:32 | |
| from the west shores of Africa to Southeast Asia. | 0:36 | |
| That's the reality we have today. | 0:40 | |
| One of the reasons that I thought, | 0:42 | |
| "I want to leave the government", | 0:43 | |
| that I told a lot of colleagues at the time, | 0:44 | |
| I said, "We're creating more terrorists than we're getting", | 0:46 | |
| you know, we're killing or we're arresting. | 0:48 | |
| And, | 0:51 | |
| and unfortunately, you know, it continues. | 0:53 | |
| But, it does not mean that we did not have successes. | 0:56 | |
| I mean, we had a lot of successes. | 1:00 | |
| The government had a lot of- | 1:03 | |
| they continue to have a lot of successes. | 1:04 | |
| Unfortunately, all our successes has been tactical. | 1:06 | |

| we can arrest individuals | 1:15 | |
| who were involved in doing something, | 1:16 | |
| we can kill a bad guy. | 1:18 | |
| So those are tactical wins, that saves a lot of lives. | 1:19 | |
| However, that's not a strategy | 1:23 | |
| to combat terrorism. | 1:25 | |
| There's a big difference between tactics and strategy, | 1:27 | |
| and a set of tactics don't necessarily make a strategy. | 1:30 | |
| You know, drones, for example | 1:34 | |
| are not strategy by themselves. | 1:35 | |
| They are a tactic that they need | 1:37 | |
| to fit under a bigger strategy. | 1:39 | |
| A bigger strategy should include | 1:41 | |
| all the tools available in the toolbox. | 1:44 |
