Minister of Finance Fred Joseph discusses the counterfeit checks scandal among employees of the Ministry. There have been several warrants issued, but many employees who participated in the fraud have not yet been arrested. Banks should freeze these accounts, but many banks are not willing to repay the stolen money, and the situation has not yet been solved. The justice system has a lot of gaps in it. Joseph also discusses anti-corruption efforts in general, and corruption in public administration. A leader of Ciment d'Haïti is in prison for embezzlement, and employees of the DGI and immigration are participating in racketeering. Employees of customs offices outside the capital are also engaged in corruption, accepting pay-offs.
Le Ministre des Finances, Fred Joseph, parle du dossier des chèques contrefaits par des employés du ministère. De nombreux mandats d’arrêt ont été émis, mais plusieurs employés impliqués dans cette fraude n’ont pas été arrêtés. Les banques doivent geler ces comptes, mais plusieurs banques refusent de remettre l’argent, ce qui empêche de régler le problème. Le système judiciaire comporte des failles. Joseph parle de la lutte contre la corruption en général dans l’administration publique. Un responsable de Ciment d’Haïti est en prison pour détournement de fonds, des employés de la DGI et de l’Immigration participent à des rackets. Des employés de la Douane, surtout en province, acceptent des pots de vin.
