Lawrence Rockwood, a US army counterintelligence officer, carried out an unauthorized inspection of Haitian prisons in 1994. He felt that the US army was ignoring reports of human rights violations against Aristide supporters and opponents of Cédras and the coup regime. For this, he was court martialed and discharged from the army, and later became a human rights activist.
