(00:00:00) Jean Dominique rencontre le sénateur Jean-Robert Sabalat pour parler de la lettre de Larry Crandall, responsable de l’USAID en Haïti, envoyée au président du CEP, Pierre Michel Sajous, le 22 octobre 1996. Crandall ordonnait à Sajous de remettre les clefs du CEP avec tous les équipements et matériels de vote. D’après Sabalat, cet acte est un affront à la souveraineté d’Haïti, et le pays se retrouve coincé au milieu d’un jeu politique de plusieurs instances du gouvernement américain. Sabalat demande au gouvernement haïtien de prendre position et Crandall doit être déclaré persona non grata en Haïti. (00:15:10) Michèle Montas interviewe Pierre Michel Sajous à propos de l’arrêté présidentiel du 18 octobre, fermant plusieurs locaux du CEP dans le pays. D’après Sajous, les membres du CEP n’étaient pas informés de ces fermetures et on leur avait ordonné de remettre tous les biens en leur possession. Sajous considère qu’il s’agit d’une tentative de déchouquage.
(00:00:00) Jean Dominique interviews Senator Jean-Robert Sabalat, concerning a letter USAID country director Larry Crandall wrote to Pierre Michel Sajous, the head of the Provisional Electoral Council (CEP), on 22 October 1996. In this letter, Crandall instructs Sajous to hand over the keys to the CEP headquarters on Rue Oscar, with all the equipment and voting materials inside. According to Sabalat, this is an affront to Haitian sovereignty, and Haiti is stuck in the middle of a political game between different US government entities. Sabalat calls on the Haitian government to take a stand, and says that Crandall should be declared persona non grata in Haiti. (00:15:10) Michèle Montas interviews Pierre Michel Sajous, the head of the CEP, about the presidential decree closing several CEP locales on 18 October 1996. According to Sajous, the members of the CEP had no warning that the CEP was going to be closed. They were ordered to hand over all the goods they had on them. Sajous considers this an attempted dechoukaj.
