Report on Lame Wouj, the powerful gang controlling much of Cité Soleil. Several residents of Cité Soleil describe their fear of the gang, made up largely of former soldiers, former FRAPH, and former attachés. Lame Wouj is heavily armed, and is in fact benefiting from Aristide's disarmament order by stockpiling the best weapons for themselves. These chimères are deeply involved in the drug trade and arms trade, and use their power to interfere with politics, particularly to shut down the upcoming December 17 elections. Aristide calls for dialogue, peace, and continued disarmament. The police cannot enter Cité Soleil, and Lame Wouj has plans to kill Dany Toussaint. MINUHA spokesman Éric Falt descibes these problems but says that most people in Cité Soleil are good, despite media accounts to the contrary.
Reportage sur l’Armée Rouge, un important gang qui contrôle plusieurs zones de Cité Soleil, particulièrement Soleil 17, Belekou, Boston, Bas Boston. Plusieurs résidents de Cité Soleil expliquent qu’ils ont peur de l’Armée Rouge, où se retrouvent d’anciens militaires, d’anciens membres du FRAPH et d’anciens attachés. L’Armée Rouge est lourdement armée et en fait bénéficie du programme de désarmement d’Aristide car ils gardent pour eux les meilleures armes. Ces chimères participent au trafic de drogue, au trafic d’armes, ils ont l’intention d’interférer dans les élections du 17 Décembre. Aristide demande le dialogue, la paix et le désarmement. La police est incapable d’entrer à Cité Soleil et la rumeur veut que l’Armée Rouge ait un plan pour assassiner Dany Toussaint. Le porte-parole de la MINUHA, Éric Falt, parle de tous ces problèmes, mais précise que malgré tout la majorité des résidents de Cité Soleil sont des gens corrects, même si certains médias disent le contraire.
