As part of the agrarian reform program, peasant farmers were supposed to receive 70% of fertilizer that had been donated by Japan. However, the Ministry of Agriculture instead sold a large portion of the fertilizer to the private sector, specifically Agroservice S.A., which raised fertilizer prices, putting farmers and national production at further risk. Charles Suffrard and Anderson Charles of ODVA's monitoring committee denounce these actions. Pressure from peasant farmers led President René Préval to transport fertilizer directly to ODVA, but those parties who stopped making a profit off fertilizer had ODVA employee Chenel Gracien assassinated. Agronomist Jacques Alix of the Ministry gives his perspective. According to Agroservice's Claude Derenoncourt, Agroservice is an important partner of the Ministry, but the Ministry is responsible for the way fertilizer is distributed.
Dans le cadre du programme de réforme agraire, les paysans étaient supposés recevoir 70% de l'engrais donné par le Japon. Cependant, le ministère de l'Agriculture en vendit la majorité au secteur privé, notamment à Agroservice S.A., qui en profita pour augmenter les prix, ce qui mit les paysans et la production nationale en danger. Charles Suffrard et Anderson Charles du comité de suivi de l'ODVA dénoncent ces actions. La pression paysanne contraignit le président René Préval à faire transporter l'engrais directement au bureau de l'ODVA, mais il y eut des représailles : l'employé de l'ODVA Chenel Gracien fut assassiné par ceux qui profitaient de ce commerce. L'agronome Jacques Alix, qui travaille pour le ministère, donne sa perspective sur la situation. Selon le responsable d'Agroservice Claude Derenoncourt, le ministère est bien un partenaire important de l'entreprise, mais ce dernier choisit seul comment l'engrais est distribué.
