(00:00:00) Le président René Préval et le premier ministre Jacques Édouard Alexis visitent Terrier Rouge, pour lancer la réforme agraire dans le département du Nord-est. Alexis explique que la réforme dans le Nord-est sera différente de celle de l’Artibonite. Monseigneur Hubert Constant, de Fort Liberté, déclare qu’il faut posséder la terre pour travailler la terre, 1999-05-03 (00:05:54) D’après Joseph Emmanuel, un cultivateur membre de l’ASEC de Maribaroux, les Dominicains détournent l’eau de la rivière Massacre de leur côté de la frontière. Seuls les Dominicains produisent du riz. Les cultivateurs haïtiens plantent dans des terrains secs, et lorsqu’il pleut, le bétail et les cultures sont emportées.
