(00:00:00) Le consul dominicain exprime sa surprise devant les manifestations qui ont lieu devant le consulat, puisque le président haïtien René Préval et le président dominicain Leonel Fernández se sont rencontré récemment à Cuba, pour discuter des rapatriements. Il déclare qu’ont ne renvoie pas les gens qui ont des documents et que les autorités ont demandé à l’armée de respecter les droits des rapatriés. (00:02:12) Le président René Préval décrit la rencontre informelle qu’il a eue avec le président Leonel Fernández, à Cuba, où ils ont parlé des rapatriements. Les Dominicains ne respectent pas certaines règles, par exemple ils n’avertissent pas les autorités haïtiennes, avant les rapatriements. (00:11:01) Trois mille rapatriés sont bloqués à Ouanaminthe parce qu’ils n’ont pas les moyens de rentrer chez eux. Pour vivre, certains se lancent dans des activités criminelles. Jean Eugène décrit la situation. L’Office national de la migration n’a pas les moyens d’accueillir tous ces rapatriés. Le consul Bien-Aimé parle de ses efforts pour les accueillir. Un jeune photographe haïtien, Limage Joseph, a été rapatrié et explique que les militaires dominicains ont auparavant déchiré le visa qu’il avait dans son passeport.
(00:00:00) The Dominican consul in Haiti expresses surprise at the demonstrations outside the Dominican consulate, as Haitian president René Préval and Dominican president Leonel Fernández recently met in Cuba to discuss the question of repatriations. He says that people with documents are not being repatriated, and that the army has been told to respect the rights of repatriated people. (00:02:12) President René Préval describes his informal meeting with Dominican president Leonel Fernández in Cuba, where they discussed the question of repatriations and the Haitian government requested that the Dominican government warn them when they are conducting repatriations. Minister of Foreign Affairs Fritz Longchamp met with his Dominican counterpart, Eduardo Latorre. (00:06:42) Haitians are being deposited in Ouanaminthe, across the border from Dajabòn. They are crammed like sardines into buses, and they arrive dirty, in ripped clothing. A woman named Mirlande and a man named Jean Robert describe their experiences. Mirlande was repatriated with her baby and her two-year-old, and they were not allowed to bring anything they owned, even food for the children. Jean-Robert was beaten. Jean-Baptiste Bien-Aimé, the Haitian consul in Dajabòn, confirms that the Dominican army is repatriating and mistreating Haitians, and they are not respecting the rules (for example, not notifying the Haitian authorities before repatriating people). (00:11:01) Three thousand repatriated people are stuck in Ouanaminthe because they lack the means to return home. They are resorting to criminality. Jean Eugène describes the situation. The Office National de Migration lacks the means to receive them all. Haitian consul Jean-Baptiste Bien-Aimé describes efforts to help repatriated Haitians. A young Haitian photographer named Limage Joseph was repatriated. He describes how Dominican soldiers tore up the visa in his passport.
