Elle reconnait que les autorités dominicaines ont le droit de rapatrier des gens, mais exige que les conditions de rapatriement soient améliorées. It acknowledges the Dominican Republic's right to repatriate people, but requires that the conditions of repatriation be improved. According to Joseph, Dominican authorities have not respected this agreement, 1999-11-14 (00:04:21) A ten-year-old boy named Emmanuel and his mother have been deported to Malpasse. They had been living on a batey in the Dominican Republic, and Emmanuel was born there. He has never been in Haiti before. Another woman describes being deported without her children, who remain behind in the Dominican Republic, 1999-11-14 (00:08:10) Carol Joseph of ONM describes ONM's efforts to receive deported or repatriated Haitians, 1999-11-20 (00:12:25) Jean Simon Saint-Hubert of GARR declares that Dominican authorities to not have the right to deport people under the pretext of "illegality."
