(00:00:00) The Senate has voted to extend the terms of senators, against electoral law. Senator Wesner Emmanuel declares this to be a crooked game and Senator Jean-Robert Sabalat declares that he is planning to leave the Senate regardless, but the majority of senators voted for the extension of the terms, 1998-11-26 (00:03:07) Foreign ambassadors (Timothy Michael Carney of the US, Patrick Roussel of France, and Gilles Bernier of Canada) declare their governments' continued support for the proper functioning of democratic institutions in Haiti, 1999-01-11 (00:04:54) President René Préval's speech in which he dismisses much of parliament by declaring their terms nul. The constitution does not allow for terms to be extended, nor for parliament to be dissolved. Préval is simply allowing their existing terms to end as electoral law stipulates, 1999-01-11 (00:07:24) Peaceful demonstrations are held throughout the capital, calling on parliament to respect the electoral law concerning parliamentary terms. They criticize the opposition, particularly OPL. Leaders of organisations populaires, René Civil of JPP and Paul Raymond of TKL, declare that parliament should respect the wishes of the people, deny that OPs are violent groups that create disorder, and demand that the international community stop interfering in Haiti's affairs, 1999-01-25 (00:11:37) The Cour de Cassation (High Court) is going to hear parliament's case against the executive, following Préval's decision not to extend the mandate of parliament. Lawyers Pierre Richard Casimir (for the executive) and Fritzo Canton (for parliament) speak, 1999-02-12 (00:14:42) Gérard Pierre-Charles declares it is a lie that Judge Gabriel Castor is Pierre-Charles's brother-in-law, which is to say the brother of Suzy Castor. Pierre-Charles compares this to the time of Duvalier, when people were killed simply for having the same last name as camoquins (opponents of the regime), 1999-02-25 (00:16:00) On February 19, the Cour de Cassation will hear parliament's complaint against President Préval. Parliament is calling for the court to declare Préval's decision not to extend parliament's mandate illegal, 1999-02-18 (00:17:58) In its verdict, the Cour de Cassation declares it does not have the authority to make a decision regarding the conflict between the President and parliament. Préval's lawyer, Pierre Richard Casimir, is pleased with the verdict. Parliament's lawyer, Fritzo Canton, says the battle isn't over, 1999-02-26 (00:22:24) Gabriel Castor discusses the Cour de Cassation's ability to make a decision regarding the conflict between parliament and the executive, and also says that Suzy Castor is not his sister, 1999-03-03 (00:25:13) The Chamber of Deputies met for the first time since Préval's January 11 declaration, where they voted to reduce the number of deputies required for a quorum to 40 instead of 42 (following the assassination of two deputies) and discussed the question of insecurity. Vasco Thernelan and Harry Marsan speak, 1999-03-12 (00:29:07) Edgard Leblanc, the president of the Senate, discusses a 14 May 1999 court decision in which eight of nine judges signed, 1999-05-21
