André Corten discusses with Jean Dominique his book L'ÉTAT FAIBLE, a comparative study of Haiti and the Dominican Republic. He explains what is meant by a "weak state" (clarifying that the term does not mean that the state is not repressive), and traces the diverging histories of Haiti and the Dominican Republic from the colonial era, through the period of Jean-Pierre Boyer, through Rafael Trujillo's rule and the powerful fiction of "Haitian invasion" that set the stage for the 1937 massacre. Corten pays particular attention to the question of agriculture and peasant income that allowed the Dominican Republic to develop a "seeming prosperity." Are the two countries doomed to be torn apart by nationalism and antihaitianismo? asks Jean Dominique.
Amos André, du Centre de Promotion des Droits de l'Homme, décrit une série d’incidents violents qui se sont produits dans le Nord. Ce sont les chefs de section et des civils sous la protection de ces derniers qui sont responsables de cettte répression. André souligne l’importance de l’éducation et de la sensibilisation pour que ces chefs de section comprennent les limites de leur pouvoir. Il explique la différence entre une organisation de droits humains (qui doit travailler à l’intérieur d’une structure) et une organisation de base qui peut organiser des manifestations pour défier cette structure.
