According to Roy, the provisional government has not done its job properly in creating public administration, nominating ministers and creating a civilian government, or addressing the rising cost of living or the growing problem of insecurity. It has done nothing to seek justice for Serge Villard and Jean-Marie Montès, who were killed in an attack on the Conseil d'État in June 1990, nor to arrest Roger Lafontant (who is now running for president), nor to address abuses by the army. The government consistently disregards the Conseil d'État. The situation is extremely serious, and the Haitian people are discouraged and losing faith in the government. Le gouvernement provisoire ne se préoccupe pas du Conseil d’État. La situation est grave, le peuple commence à être découragé et ne fait plus confiance au gouvernement. Des élections justes peuvent-elle avoir lieu dans un climat d’impunité, de corruption, où l’armée maintient les chefs de section en position d’autorité pour contrôler les élections ?
