One year after the historical constitutional referendum of 1987, Jean-Claude Bajeux of the Centre Oecuménique des Droits Humains assesses the 1987 constitution's first year of existence. According to Bajeux, Haiti has yet to apply most of what appears in the constitution, in terms of human rights, justice, decentralization of political power, separation of powers, redefining the role of the army, and freedom of the press and expression.

Un an après le vote historique de la constitution de 1987, Jean-Claude Bajeux, du Centre œcuménique des droits humains, fait un bilan de la première année de cette constitution. D’après Bajeux, Haïti n’a pas encore appliqué tout ce qui est inscrit dans cette constitution, par rapport aux droits humains, à la justice, à la décentralisation politique, à la séparation des pouvoirs, à la redéfinition du rôle de l’armée et enfin à la liberté de presse et d’expression.
