Discours du général Henri Namphy, président d’Haïti et chef du Conseil national de gouvernement. Il parle d’une série de manifestations récentes, parmi lesquelles une manifestation d’élèves. Il déclare immoral que des directeurs d’écoles encouragent leurs élèves à manifester, et qu’actuellement personne ne manifeste sans être payé. Il félicite l’armée et rappelle à la population que le rôle de l’armée est de mettre de l’ordre. Sans ordre, les investisseurs étrangers ne viendront pas investir en Haïti. Finalement, il parle de la création des CASERs (Conseil administratif de la section rurale), déclare que les paysans sont la force d’Haïti et enfin souhaite aux élèves et aux professeurs une bonne année scolaire.
Speech by General Henri Namphy, President of Haiti and head of the Conseil National de Gouvernement. He speaks of recent demonstrations, including demonstrations by students -- he declares it is immoral for school directors to encourage their students to demonstrate, and that no one demonstrates without being paid. He salutes the army, and reminds the population that the army's job is to create order. If there is not order in the country, foreign investors won't come invest in Haiti. Finally, he discusses the formation of the CASERs (Conseil Administratif de la Section Rurale, later the Conseil d'Administration de la Section Communale or CASEC), says that Haiti's peasants are its strength, and wishes students and teachers a good school year.
