Second lieutenant Fritz Pierre-Louis explains why he has left Haiti for Miami, and describes a vast web of corruption and Macoutism in the FAd'H leadership. Lieutenant Pierre-Louis, along with several other officers, received a transfer letter ordered by Colonel Jean-Claude Paul, the commander of the Casernes Dessalines. According to Pierre-Louis, these transfers were illegal because Paul does not have the authority to do so. Colonel Paul is connected to influential Macoutes who intend to return to power. According to Pierre-Louis, Colonel Paul and General Williams Régala pose a greater threat to Haiti than does the head of the CNG, General Henri Namphy. They have a list of political leaders to be eliminated, and are encouraging the army to be increasingly violent rather than to protect the population (as in the case of the 26 April 1986 Fort Dimanche massacre, where the army fired upon peaceful demonstrators). Pierre-Louis emphasizes that the people giving the orders, rather than low-ranking soldiers, are responsible for the army's abuses. Pierre-Louis cannot confirm that Paul and Régala have a plan to seize control of the country via coup d'état. He also briefly discusses the arrest of Daniel Narcisse and the disappearance of Charlot Jacquelin; he heard secondhand that Jacquelin died the same night he was arrested. This interview was conducted by Radio Club Culturel in Miami.
Le sous-lieutenant Fritz Pierre-Louis explique pourquoi il a quitté Haïti pour Miami, et décrit un important réseau de corruption et de macoutisme au sein de la direction des Forces armées d’Haïti. Comme plusieurs autres officiers, Pierre Louis avait reçu une lettre de transfert. Le colonel Jean-Claude Paul, commandant des Casernes Dessalines, avait ordonné ces transferts, ce qui d’après Pierre-Louis, est illégal parce que Paul n’a pas l’autorité pour le faire. Le colonel Paul, de concert avec de gros macoutes, essaie de reprendre le pouvoir au pays. D’après Pierre-Louis, ce n’est pas le chef du CNG Henri Namply qu’il faut craindre, mais le colonel Paul et le général Williams Régala qui sont bien plus dangereux. Ils ont une liste de dirigeants politiques à éliminer et ils encouragent les militaires à être de plus en plus violents au lieu de protéger la population (par exemple, le massacre du 26 avril 1986 devant Fort-Dimanche, où l’armée a tiré sur les manifestants d’une marche pacifique). Pierre-Louis souligne que c’est la hiérarchie qui est responsable des abus de l’armée, pas les simples soldats. Pierre-Louis ne peut confirmer si Paul et Régala préparent un coup d’État. Il parle un peu de l’arrestation de Daniel Narcisse et de la disparition de Charlot Jacquelin; d’après ce qu’il a appris, Jacquelin est mort la nuit de son arrestation.
