En mars 1986, un mois et demi après la chute de Jean-Claude Duvalier, le premier Conseil national de gouvernement (CNG) a été dissout, et Port-au-Prince a connu troubles et violences. En juin 1986, Henri Namphy fait un discours où il parle de démocratie, de révolution et de la « victoire du 7 février ». Il déclare qu’il y aura une solution à tous les problèmes d’Haïti, il y aura de l’ordre, de la démocratie, la santé, l’éducation, le développement agricole et économique pour tous. Le ministre de l’Information, Hérard Abraham, lit une série de décrets, comprenant la création des CASECs, et il présente un calendrier pour les deux prochaines années. Il annonce pour novembre 1987 des élections libres et démocratiques, et le CNG va transmettre le pouvoir à un nouveau gouvernement démocratiquement élu le 7 février l988.
By March 1986, just over a month after Jean-Claude Duvalier fell from power, the first Conseil National de Gouvernement (CNG) had dissolved and violence and disorder swept through Port-au-Prince. In June 1986, Henri Namphy gave this speech, in which he speaks of democracy, revolution, and the victory of February 7 (when Duvalier fell). He says there will be solutions to Haiti’s problems – there will be order, development, health, education, literacy, agricultural and economic development. Minister of Information Hérard Abraham reads a series of decrees, which includes the creation of the CASECs, and gives a timeline of the next two years. He announces that democratic elections will be held in November 1987, and that the CNG will hand power over to a democratically elected government on 7 February 1988.
