He gives a positive assessment of his fifteen years in power, claiming progress in terms of infrastructure, industry, foreign investment, employment, and human rights, and describes the charitable work of the Fondation Michèle Bennett. In order to prevent more bloodshed and violence, he announces he is stepping down and will cede power to the Forces Armées d'Haïti, 1986-02-07 (00:04:33) General Henri Namphy announces the formation of the Conseil National de Gouvernement, in which he promises that the CNG will promote peace and order and respect human rights.
