Senator Luc Stephen, returning to Haiti after more than twenty-six years in exile, gives his opinion on democratization: elections, the draft proposal of the Constitution, and the situation of Haiti today. As one of the drafters of the 1946 constitution, he believes that all heads of state in Haiti have abused the constitution, not only Duvalier. He is shocked to see the number of presidential candidates now, comparing it to a "diarrhea of candidates."
