Report on the political situation in Cap-Haïtien prior to the 1979 Legislative elections. Two weeks before the election, scheduled for Feb 11, 1979, the leading candidate is Alexandre Lerouge, a former school teacher with strong popular support and the only candidate with no affiliation with Jean-Claude Duvalier's Parti Unité Nationale. The report details how Lerouge and his supporters are repeatedly harassed and intimidated by government forces. On one occasion, Lerouge is picked up by paramilitary forces and brought to the National Palace to meet with Duvalier. Notwithstanding the several attempts on his life, Lerouge refused to withdraw from the race, saying “only he can win in Cap-Haitien.”
Reportage sur la situation politique au Cap-Haïtien avant les élections législatives de 1979. Deux semaines avant l'élection, prévue pour le 11 février 1979, le favori est Alexandre Lerouge, un ancien instituteur qui jouit d'un fort soutien populaire et qui est le seul candidat non-affilié au Parti Unité Nationale de Jean-Claude Duvalier. Lerouge et ses partisans sont régulièrement harcelés et intimidés par les forces gouvernementales. Un jour, Lerouge fut capturé par les forces paramilitaires et amené au palais présidentiel pour rencontrer Duvalier. Malgré plusieurs tentatives de meurtre, Lerouge refuse de se retirer de l'élection, déclarant que « lui seul peut crier victoire au Cap-Haïtien ».
