Jean Dominique interviews Victor Mehou-Loko, who is in charge of tourism at the Agence de coopération culturelle et technique (the precursor of the Organisation internationale de la Francophonie). Mehou-Loko is in Haiti on an official visit. He is originally from Benin, and discusses the role of the Agence in promoting national culture, heritage, and language in Francophone countries -- including those, like Haiti and Benin, where French remains the language of administration but not the native tongue of the majority of citizens.
