Jean Dominique modere yon deba ant achitèk renome ayisyen Albert Mangonès, Sekretè Edikasyon Nasyonal Hubert de Ronceray, ak Fritz Benjamin sou ibanizasyon Bèlè, yonn nan katye rezidansyèl ki pi ansyen nan Pòtoprens. Istoryen Georges Corvington prezante yon istwa Bèlè. Li eksplike koman diferan klas sosyal vin abite Bèlè atravè listwa zòn nan, epi koman katye a tounen, nan pawòl Dominique, "movèz konsyans nou an" ("notre mauvaise conscience").
Jean Dominique moderates a debate among prominent Haitian architect Albert Mangonès, Secretary for National Education Hubert de Ronceray, and Fritz Benjamin on the urbanization of Bel Air, one of Port-au-Prince’s oldest residential districts. Historian Georges Corvington presents a history of Bel-Air, describing how different social classes came to inhabit the neighborhood through history and how it became, in Dominique's words, "our guilty conscience." De Ronceray, a sociologist, gives the complete results of a survey on living conditions in Bel-Air, conducted by CHISS. He describes the differences between the higher and lower zones of Bel-Air, infrastructural problems (overpopulation, inadequate housing, lack of water, poor hygiene), social patterns including solidarity and traditions from the Haitian countryside, housing policy and the need for cooperatives. Also includes a news bulletin, including a guerrilla invasion of the Dominican Republic.
