  • Jean Dominique discusses Duvalierism and Macoutism, focusing on noirism and Duvalier's creation of a new Duvalierist bourgeoisie that depended on embezzlement of state funds, opposition to the traditional mixed-race elite, and systematic repression and control of the peasantry. This repression of the peasantry is why the so-called "boat people" of the early 1980s should be considered political refugees, despite the Reagan administration's claims that they were economic migrants. Dominique underlines the importance of understanding the international context, particularly the role of the US in supporting the Duvalier dictatorship and the recent fall of the Trujillo-Balaguer regime in the Dominican Republic. He ends by talking about memory and devoir de mémoire. Bajeux and Dominique respond to audience questions. Conference moderated by Michèle Pierre-Louis.
