He plays a clip of agronomist Jean-Claude Délicé, director-general of ODVA, on the massive flooding in the Artibonite. Authorities call on people, especially in the lower Artibonite valley, to remain vigilant and help vulnerable populations escape the flood waters. Dominique discusses the possible effects of the hurricane on the agrarian reform program. He salutes the Haitian government for leading a coordinated response to the storm and demonstrating national solidarity. (00:20:14)Thirteen years after the historic March 29, 1987 constitutional referendum, Jean Dominique discusses key points of the 1987 Constitution, despite its shortcomings: the recognition of Haitian Creole as an official language, the reduction of the power of the Haitian army and elimination of repressive chefs de section, decentralization, agrarian reform -- all of which meant a hoped-for end to political exclusion. The constitution also said that there must be power-sharing between the army and the parliament, but the army refused to share power, leading to the November 29, 1987 election day massacre and the September 30, 1991 coup d'état (which was sanctioned and supported by the economic elites). This unwillingness to share power undergirds the current parliamentary crisis in Haiti.

(00:20:14) Treize ans après le référendum constitutionnel historique du 29 mars 1987, Jean Dominique présente les points importants de la constitution de 1987, malgré ses imperfections : la reconnaissance du créole haïtien comme langue officielle, la réduction du pouvoir de l'armée, la suppression du système des chefs de section, la décentralisation, la réforme agraire... Ces points sont porteurs d'espoir pour en finir avec l'exclusion politique. La constitution stipulait aussi le partage du pouvoir entre l'armée et le parlement. Malheureusement, l'armée refusa ce partage, ce qui mena au massacre électoral du 29 novembre 1987 et au coup d'État du 30 septembre 1991 (qui fut encouragé et soutenu par les élites). Cette réticence à partager le pouvoir est au cœur de la crise parlementaire actuelle.
