One of Jean Dominique's final editorials, honoring the constitution of 1987 on the thirteenth anniversary of the 29 March 1987 constitutional referendum. He describes seven key points of the constitution, including the designation of Haitian Creole as a national language, the reduction of the power of the army, the elimination of the rural police (chefs de section), the creation of an independent electoral council, decentralization and local administration/government, land rights and agrarian reform, and the exclusion of Duvalierists from elections. The constitution of 1987 represented an end to exclusion, the end to the repressive, exploitative state, and the possibility of a state that serves a majority of its citizens. The peasantry and the urban poor were no longer to be "goats tied to the fence of the powerful." But the constitution was manipulated and violated by different sectors unwilling to relinquish power: the bourgeoisie, the middle class, the army. The radical left claimed the constitution was a bourgeois trap, while the bourgeoisie claimed it was a communist plot. Will the ruling class ever accept the division of power, as it is written in the constitution? Dans un de ses derniers éditoriaux, Jean Dominique rend hommage à la Constitution de 1987, le jour du treizième anniversaire du referendum constitutionnel du 29 mars 1987. Il décrit les sept points fondamentaux de cette constitution, dont le créole comme une des langues officielles, la réduction du pouvoir de l’armée, l’élimination de la police rurale (les chefs de section), la création d’un conseil électoral indépendant, la décentralisation, l’administration/gouvernement local, le droit foncier et la réforme agraire, ainsi que l’interdiction pendant dix ans de toute fonction électorale pour les duvaliéristes. La constitution de 1987 représentait un pas important contre l’exclusion, contre l’état répressif qui exploite la population; l’état doit servir les intérêts de la majorité des citoyens. Les paysans et les pauvres des villes ne doivent plus être au service des puissants. Mais plusieurs secteurs qui ne voulaient pas perdre leur pouvoir ont manipulé, déformé et violé la constitution : la bourgeoisie, la classe moyenne, l’armée. La gauche radicale avait déclaré que la constitution était un piège de la bourgeoisie, alors que la bourgeoisie déclarait que la constitution était un complot communiste. Les classes dominantes n’accepteront-elles jamais le partage du pouvoir, tel qu’inscrit dans la constitution ?
