The accord stipulates that all the CNO be responsible for receiving all documents relating to the elections, that election officials be authorized by the CNO, and that the CNO have the power to create an account of the voting process when original or copies of documents are not available. These constitute a violation of electoral law (articles 158 and 159). Berlanger, the director of Radio Vision 2000, has long been involved in a campaign to destroy Lavalas. Senator Wesner Emmanuel recorded a conversation with Berlanger in which he said that he tried to tamper with election results in 1990 to the detriment of Lavalas.

Selon cet accord, le CNO est autorisé à recevoir tous les documents qui ont rapport avec les élections; il précise que le CNO est l’autorité représentant le CEP; ce sont les membres du CNO qui ont le droit de faire un procès verbal de ce qui s’est déroulé dans les bureaux de vote, lorsque les originaux ou les copies ne sont pas disponibles. Tout ceci constitue une violation de la loi électorale (article 158 et 159). Berlanger, qui est aussi directeur de Radio Vision 2000, est partie prenante d’une campagne de destruction de Lavalas. Le Sénateur Wesner Emmanuel avait enregistré une conversation avec Berlanger, où ce dernier avait avoué avoir essayé de manipuler les résultats des élections de 1990 au détriment de Lavalas.
