Jean Dominique's editorial following Henri Namphy's January 1, 1988 speech in which he calls on the Haitian people "compter sur nos propres forces" ("to rely on our own strength"). What Namphy did not explicitly state is that the reason the Haitian people will have to tighten their belts is that international aid has been drastically reduced after the army violently shut down the November 29, 1987 elections. Dominique describes too the phrase's resonance with the Duvalier era, in which everyone from businessmen to madan sara were subject to "rationing" (which is to say theft and extortion) by the regime and by the Macoutes under the pretext of "relying on our own strength." Macoutism is a tactic to divide the population -- the rich from the poor, the milat merchants from the black merchants from the Syrian merchants -- so that the private sector becomes totally subject to the will of the regime. He closes with the famous words of Martin Niemöller about Nazi power in Germany: "First they came..."
Éditorial de Jean Dominique en réaction au discours d'Henri Namphy du premier janvier 1988 lors duquel il enjoignit les Haïtiens à « compter sur nos propres forces ». Ce que Namphy n'a pas clairement dit, c'est que la raison pour laquelle le peuple doit se serrer la ceinture est que l'aide internationale a été suspendue suite à la violente intervention de l'armée pour interrompre les élections du 29 novembre 1987. Dominique décrit aussi l'impact de cette phrase compte tenu de l'ère Duvalier, où tout le monde, des madan sara aux puissants hommes d'affaires, était soumis au « rationnement » (c'est-à-dire aux vols et à l'extorsion) par le régime et les macoutes sous prétexte de « compter sur nos propres forces ». Le macoutisme est une stratégie utilisée pour diviser le peuple – les riches des pauvres, les marchands métisses des marchands noirs et des marchands syriens – pour que le secteur privé soit totalement sous le contrôle du régime. Dominique conclut avec la célèbre phrase de Martin Niemöller à propos du régime nazi en Allemagne : « Quand ils sont venus chercher... »
