Meeting between President Jean-Bertrand Aristide, Minister of Justice Jean-Joseph Exumé, and victims of the 1991-1994 coup years. The victims, many of whom are members of grassroots organizations and were longtime Aristide supporters, express concerns about the continued presence of Macoutes and coup leaders in government and the government's goal of "reconciliation," and articulate the need for justice and judicial reform. They discuss in particular the case of Marcel Morissaint, who has been released from prison despite being accused in the assassination of Guy Malary. A young man named Jamil Normil describes the murder of his brother Jackson, a student, by armed men in uniform, and all the misfortune that came to his family in the wake of his brother's death. He declares, "Justice first, reconciliation after." Aristide claims that he has never spoken of reconciliation without justice. The attendees also raise concerns about embezzlement of state funds and about corruption within the judicial system. Several victims from throughout the country describe their individual experiences of violence and injustice during the coup years. Aristide promises to address these various personal problems after the meeting.
Rencontre entre le Président Aristide, le Ministre de la Justice, Jean-Joseph Exumé et des victimes du coup d’état de 1991-1994. Les victimes, pour la plupart membres d’organisations populaires appuyant le président depuis longtemps, ont exprimé leurs inquiétudes concernant la présence au sein de l’état de macoutes et d’autres éléments anti-démocratiques. Les victimes s’inquiètent également de la « réconciliation » dont on parle de plus en plus, et expliquent leurs besoins de justice et de réforme de l’appareil judiciaire. Le cas de Marcel Morissaint est évoqué, cet homme accusé dans le cadre de l’assassinat de Guy Malary que les autorités ont libéré. Un jeune homme, Jamil Normil, parle de son frère Jackson, un étudiant assassiné par des hommes en uniformes vert-olive. Normil explique que la mort de ce frère a bouleversé la vie de toute sa famille. Il déclare « la justice d’abord, la réconciliation après ». Aristide précise qu’il n’a jamais parlé de réconciliation sans justice. Les participants à cette rencontre ont aussi exprimé leur inquiétude concernant les détournements de fonds publics et la corruption au sein de l’appareil judiciaire. Des victimes venant de plusieurs régions ont décrit la violence et les injustices dont ils ont souffert durant la période du coup d’état. Aristide a promis de se pencher sur tous ces problèmes après la rencontre.
