  • Continued news from RFI on the September 30, 1991 coup d'état. Jean-Michel Leprince of Radio Canada reports from the US, where members of the Haitian diaspora are calling on the OAS to restore Aristide to Haiti, but President Bush and the US government believe it is too early to execute the military option. Haiti's parliament meets to discuss the coup; some parliamentarians are more ardently anti-junta than others. MP Duly Brutus discusses. General Cédras says this is not a coup d'état but rather the military preventing the rise of a dictator. Jean-Bertrand Aristide gives a speech at the OAS, describing his departure on a Venezuelan airplane, with US and Venezuelan assistance. He speaks of the seven months of newfound democracy Haiti enjoyed before the coup: freedom from dictatorship. Aristide says that Cédras is worse still than Namphy or Avril. He is ready to return to Haiti, not because he desires power, but because it is his responsibility as the democratically-elected president to ensure that democracy reigns. Aristide calls for the international community to continue to condemn the coup d'état and to continue to support democracy in Haiti. He calls for the Haitian people to remain mobilized, but peacefully, without turning to violence and necklacing. Meanwhile, the death toll and list of injured increases in Haiti. Ends with a message from Prime Minister René Préval.

Jean-Michel Leprince de Radio Canada intervient depuis les États-Unis, où les membres de la diaspora haïtienne demandent à l'OAE la restoration d'Aristide en Haïti ; cependant le président Bush et le gouvernement américain jugent qu'une action militaire serait prématurée. Réunion du parlement haïtien pour discuter du coup d'État ; certains parlementaires sont plus opposés à la junte militaire que d'autres. Le député Duly Brutus s'exprime. Le général Cédras déclare qu'il ne s'agissait pas d'un coup d'État, mais de bloquer l'ascension d'un dictateur via l'armée. Discours de Jean-Bertrand Aristide à l'OAE dans lequel il raconte sa fuite à bord d'un avion vénézuélien grâce au support de Caracas et de Washington. Il parle de ses sept mois au pouvoir avant le coup d'État, une période de fraiche démocratie pour Haïti lors de laquelle le pays était libéré des chaines de la dictature. Il déclare que Cédras est encore pire que Namphy et Avril. Il se dit prêt à retourner en Haïti, non pas parce qu'il est imbu de pouvoir mais parce qu'en temps que président élu par les citoyens, il est de son devoir de veiller à la bonne marche de la démocratie. Aristide demande à la communauté internationale de continuer à condamner le coup d'État et à soutenir la démocratie en Haïti. Il demande aux haïtiens de rester mobilisés mais de façon pacifique, sans violence ni collier de feu. Pendant ce temps-là, le bilan des morts et des blessés en Haïti ne cesse d'augmenter.
