Speech by President Jean-Bertrand Aristide, on the occasion of the fourth anniversary of the Jean-Rabel massacre. He discusses the oppression of rural farmers and their right to land, the question of state-owned land ("what are they doing with it?") and calls for an end to corruption, particularly in public administration and the judicial system. "Are they merely cowards or are they accomplices?" He speaks in particular of the Roger Lafontant coup attempt, calls for an end to Macoutism, and hopes that the July 29 judgment will find Lafontant guilty. He urges the poor, especially those living in rural areas, to reclaim their rights. He also announces that all public administration will be bilingual (Haitian Creole and French) henceforth, and calls upon young people to launch local literacy initiatives.
Discours du président Jean-Bertrand Aristide à l'occasion du quatrième anniversaire du massacre de Jean-Rabel. Il s'insurge contre l'oppression des paysans, défend leur accès à la propriété foncière, aborde la question des terres de l'État (« que font-ils avec ? ») et appelle à la fin de la corruption, particulièrement au sein de l'administration publique et du secteur judiciaire : « Sont-ils simplement des lâches ou sont-ils des complices ? ». Il se penche ensuite sur la tentative de coup d'État de Roger Lafontant, appelle à la fin du Macoutisme, et espère que Lafontant sera reconnu coupable lors du jugement du 29 juillet. Il exhorte les pauvres, particulièrement ceux des zones rurales, à réclamer leurs droits. Il annonce aussi qu'à partir de maintenant, toute l'administration publique sera billingue (créole et français) et encourage les jeunes à lancer des initiatives locales d'alphabétisation.
