Il parle de l’héritage de l’exploitation coloniale comme d’une maladie qui continue à frapper Haïti, même 195 ans après son indépendance. Et il explique pourquoi il est important qu’Haïti soit un pays souverain face à la mondialisation et l’impérialisme. Il annonce la création d’un fond national de reboisement et une série de projets qui vont mettre l’accent sur la décentralisation et le développement (éducation, hôpitaux, infrastructure, formation de la police, et besoins des paysans pauvres).

He describes the legacy of colonial exploitation as a "sickness" that continues to plague Haiti, 195 years after its independence, and speaks of the importance of Haitian sovereignty in the face of globalization and imperialism. He announces the creation of a national reforestation fund, and a series of projects focused on decentralization and development (including education, hospitals, infrastructure, police training, and the needs of peasant farmers).
