Mais après le 4 novembre le législatif n’est pas arrivé à s’entendre pour signer l’accord pour la formation du nouveau CEP. L’OEA a donc bloqué l’aide à Haïti. Discussion aussi sur les autres conditions de l’OEA contenues dans la résolution 822 : le désarmement, la réforme de la police, une enquête sur les événements du 17 décembre 2001. Petit et Denis ne s’entendent pas sur ce qui s’était passé le 17 décembre 2001 : pour Denis, ce n’était pas une tentative de coup d’État contre Aristide, même si Lavalas pense le contraire.

  • Senator Paul Denis of the Convergence Démocratique, Jonas Petit who is the spokesman of Fanmi Lavalas, and Maxime Rony of POHDH discuss the current political crisis. According to OAS resolution 822, Haiti was supposed to form a new electoral council on 4 November 2002 to ensure that elections would be held in 2003. The Haitian legislature was unable come together to sign an accord to form the new CEP, and so the OAS will be blocking aid to Haiti. They also discuss the other conditions of OAS resolution 822, including disarmament, police reform, and the investigation into the events of 17 December 2001. Petit and Denis fundamentally disagree about the events of 17 December 2001; according to Denis, it was not an attempted coup d'état against Aristide, although Lavalas keeps referring to it as a coup d'état.
