Lavalas must stop using the conflict with Convergence Démocratique as a pretext not to govern. Patrick Elie compares Jean-Bertrand Aristide -- in both his strengths and weaknesses -- to Jean-Jacques Dessalines and Sylvain Salnave. Charles Suffrard discusses how peasant farmers need to be included in these negotiations, because the state has never had a true policy for supporting national production. They also discuss the 2001-2002 rice scandal that implicated many Lavalas parliamentarians, and the role of the international community (especially the United States) in Haiti's political affairs.
