Bernard Ethéart of INARA and Charles Suffrard of the agrarian reform oversight committee discuss the outcomes of five and a half years of agrarian reform, particularly the disappointments and shortcomings of the program. According to Suffrard, INARA is practically nonexistent for the peasant farmers of the Artibonite. He describes in detail the fertilizer crisis and problems of rice farmers after Hurricane Georges and the emergence of sheath rot. According to Suffrard, peasant farmers do not have faith in the state, particularly the Ministry of Agriculture, and Aristide is not committed to agrarian reform and supporting national production in the way that Préval was. They also discuss other subjects, including national production and land distribution. Listeners call in with questions and comments.
Bernard Éthéart, directeur de l’INARA, et Charles Suffrard, membre du Comité de suivi de la réforme agraire, font un bilan de cinq ans et demi de réforme agraire, en mettant l’accent sur les déceptions et les échecs du projet. Selon Suffrard, l’INARA est pratiquement inexistant pour les paysans de l’Artibonite. Il décrit en détail la crise de l’engrais et les problèmes que rencontrent les cultivateurs de riz après le passage du cyclone Georges et la maladie de la paille noire. D’après Suffrard, les paysans n’ont plus confiance dans l’État, surtout le Ministère de l’Agriculture. Aristide ne supporte pas la réforme agraire et la production nationale, comme le faisait Préval. Ils discutent aussi de la production nationale et de la distribution des terres. Les auditeurs appellent pour des questions et des commentaires.
