According to Suffrard, INARA is practically nonexistent for the peasant farmers of the Artibonite. He describes in detail the fertilizer crisis and problems of rice farmers after Hurricane Georges and the emergence of sheath rot. According to Suffrard, peasant farmers do not have faith in the state, particularly the Ministry of Agriculture, and Aristide is not committed to agrarian reform and supporting national production in the way that Préval was. They also discuss other subjects, including national production and land distribution. Listeners call in with questions and comments.
