Pierre Emmanuel reports on the Rice Corporation affair, in which US senator Jesse Helms threatens the suspension of aid to Haiti after the Haitian government confiscated the largely US-owned Rice Corporation of Haiti. The Haitian authorities claimed that the Rice Corporation had committed customs fraud. Helms also pressured US Secretary of State Madeleine Albright to deny visas to several Haitian officials, including Minister of Justice Camille Leblanc, Minister of Finance Fred Joseph, and Police Chief Pierre Denizé. Fritzson Orius reports on customs director Jean-Jacques Valentin's reaction to Helms's accusations that the Haitian authorities are simply extorting money from US investors. Jean Dominique comments on the Rice Corporation affair. Fritzson Orius reports on Carlo Dupiton, head of the CEP, and preparations for and the dates of the 2000 elections. Jean Dominique comments on the elections and electoral fraud, and calls for fair, clean, and democratic elections. Jean Dominique comments on the democratic elections in Senegal. Dominique reports on the false rumors of an arrest warrent issued for Olivier Nadal for his role in the Piatre massacre, and rumors that an arrest warrant had been issued for Rudolph Boulos for his role in the Pharval poisoning scandal. These Inter-Actualités were recorded the week before Jean Dominique's assassination.
