  • Jean-Jacques Honorat of CHADEL, Alain Rocourt of the CEP, attorney Ernst Malebranche, Nemours Damas of Justice et la Paix, and sociologist Guy Alexandre discuss the climate of fear and widespread human rights abuses by the army. The fall of Duvalier did not lead immediately to democracy. Traditionally powerful elites (Macoutes, army, landowners) attempt to destroy the democratic movement and grassroots peasants movements, via violent repression and accusations of communism. They discuss the Jean Rabel massacre and other recent violent repression of peasant farmers in Grand'Anse, La Gonâve, and elsewhere, as well as the attack on liberation theology priests in Freycineau. This is not simply a political crisis; the country is fundamentally sick, the army was created to oppress the Haitian people, and these problems are structural. Can democratic elections happen in such a climate of terror and insecurity?

En effet, les élites (macoutes, armée, propriétaires terriens) s'accrochent au pouvoir et essayent d'étouffer dans l'œuf le mouvement démocratique et paysan par le biais d'une violente répression et d'accusations de communisme. Les invités parlent du massacre de Jean Rabel, de la répression des paysans à Grand'Anse, à La Gonâve et ailleurs, et de l'attaque contre les prêtres affiliés à la théologie de la libération à Freycineau. Ce qu'il se passe n'est pas simplement une crise politique : le pays est profondément malade. L'armée fut créée pour opprimer le peuple ; ces problèmes sont donc structurels. Est-il possible que des élections démocratiques se tiennent dans ce climat de peur et d'insécurité ?
