  • Yves Richard of the labor union CATH, Sadrac Charles and Frantz Pierre who are two Haitian cane-cutters who recently returned to Haiti with help from the United Nations, economist Guy Pierre, Dominican scholar José Ramírez, and Jean-Claude Bajeux of the Centre oecuménique des droits humains discuss the question of "ambochay/embauchage" (the official, government-sponsored trafficking of Haitian sugar cane cutters in the Dominican Republic) after the fall of Duvalier. They explain how social and economic conditions in Haiti lead people to cut cane in the Dominican Republic, even after the end of formal anbochay. They also discuss how austerity measures and privatization undertaken by the Dominican government in order to reduce the country's external debt to the International Monetary Fund have worsened conditions and decreased protections for Haitian laborers in the Dominican Republic. Sadrac Charles and Frantz Pierre describe their own difficult stories -- upon returning to Haiti, Pierre was arrested by Macoutes and accused of being a camoquin.

L’embauchage était une forme officielle de trafic humain : l’État haïtien et l’État dominicain s’entendaient pour que les Haïtiens aillent couper la canne en République Dominicaine. Les invités expliquent comment les mauvaises conditions sociales et économiques en Haïti poussent les Haïtiens à aller en République Dominicaine, en quête de meilleures conditions, même après la fin officielle du système d’embauchage. Ils expliquent aussi que la politique d’austérité et de privatisation de l’État dominicain, pour réduire sa dette externe par rapport au FMI, a des conséquences négatives sur les conditions de vie et la protection des braceros haïtiens en République Dominicaine. Sadrac Charles et Frantz Pierre décrivent leur propre expérience difficile : à son retour en Haïti, Pierre a été arrêté par les macoutes qui l’ont accusé d’être un camoquin (un opposant).
