They discuss the problem of "Miami rice" entering Haiti and undercutting rice production, particularly in the Artibonite; the problem of contraband medications and the threat they pose to public safety; and the closure of state-owned factories. They also discuss the danger that contraband goods represent for Haitian domestic production, Haitian workers, and Haitian national culture; and the root causes of the contraband problem, which includes the government's inability or unwillingness to prohibit contraband goods.
