Jean Dominique rencontre Paul Latortue, directeur de l’Unité central de gestion, sur divers projets d’infrastructure qu’entreprend l’UCG à travers le pays. Dont, des ports, des routes, des marchés publics, la gestion des rivières, le projet café « Haitian bleu », et la restauration du Sally Floodway après le cyclone Georges. Ils parlent surtout du curage et du dragage de la rivière de l’Estère, dans l’Artibonite, qui permet l’irrigation et doit faire de la ville de l’Estère un vrai port. Discussion sur l’importance de la décentralisation et aussi sur les sources de financement, comprenant une aide du Japon, de l’Allemagne et de l’Union européenne.
Jean Dominique interviews Paul Latortue, the director of the Unité Centrale de Gestion, about the UCG's various infrastructure projects throughout Haiti, which include ports, roads, public markets, river management, the Haitian bleu coffee project, potable water, and the restoration of the Sally Floodway after Hurricane Georges. They discuss in particular the dredging of the Estère river in the Artibonite, to increase irrigation of land in the region and would also open up the town of L'Estère to trade. They discuss sources of funding, including aid from Japan, Germany, and the European Union, and the importance of decentralization.
