  • Jean Dominique interviews Paul Latortue, the director of the Unité Centrale de Gestion, about the UCG's various infrastructure projects throughout Haiti, which include ports, roads, public markets, river management, the Haitian bleu coffee project, potable water, and the restoration of the Sally Floodway after Hurricane Georges. They discuss in particular the dredging of the Estère river in the Artibonite, to increase irrigation of land in the region and would also open up the town of L'Estère to trade. They discuss sources of funding, including aid from Japan, Germany, and the European Union, and the importance of decentralization.
