  • Jean Dominique interviews Senator Wesner Emmanuel of the Lavalas party about Haiti's electoral crisis. While prefacing by saying he has not come to destabilize the CEP, Emmanuel has serious concerns about the coming elections: the CEP (under Léon Manus) has relinquished its authority to the US-run International Foundation for Electoral Systems (IFES), while the Conseil National d'Observation (CNO) is run by Léopold Berlanger, whom Emmanuel accuses of trying to tamper with election results in 1990. The CEP and the CNO are collaborating with one another, which is a violation of electoral law, and certain political parties have undue influence on the CEP. There is widespread electoral fraud, including the disappearance of electoral registries in the Artibonite, which has not been investigated, but the CEP insists on moving forward with the electoral process. Emmanuel too wants the electoral process to proceed, but believes that it must be done properly and with transparency. Emmanuel also says that he will denounce electoral fraud, even if it comes from his own party, Fanmi Lavalas. Emmanuel fears that there are politicians today who would stage another coup d'état -- calls for "rache manyòk" today remind him of the days before the 1991 coup d'état. Despite the fact that Lavalas does not completely control parliament, the government of Prime Minister Jacques Édouard Alexis has still managed to make some progress, demonstrating that power-sharing is possible. Despite the electoral crisis, despite the fact that the CEP may be controlled by a small political group, Emmanuel still places his trust in Manus and the CEP. He is, in Dominique's words, "doomed to be an optimist."

Malgré la crise électorale, même si le CEP est contrôlé par un petit groupe politique, Emmanuel a choisi de faire confiance à Manus et au CEP. D’après Dominique, il est condamné à être optimiste.
