While the agrarian reform experiment has succeeded in reducing violent land conflict, many of its other goals (including land redistribution, increasing domestic production, and distributing tools and fertilizer to rural farmers) remain unachieved. Some of the setbacks have been due to unforeseen catastrophes, namely Hurricane Georges and the rice disease sheath rot, but other setbacks are due to policy. According to Ethéart, President René Préval has been too hurried in his approach to agrarian reform. Ethéart and Dominique discuss the unfolding of agrarian reform in the Artibonite, Nord-Ouest, and Nord-Est departments, and speculate about what will happen if agrarian reform happens in Port-au-Prince.
