D’après Germain, comme pays pauvre du Sud (pays les moins avancés, d’après l’OMC), Haïti doit participer au marché mondial pour promouvoir son développement économique. Germain parle aussi des conditions nécessaires à l’investissement étranger.

Dominique asks about the failed relationship between the Ministry of Commerce and the Chamber of Commerce of the Nord department under Georgemain Prophète, due to the lack of collaboration among representatives of the private sector (such as Olivier Nadal). They also discuss Haiti's position at the upcoming WTO conference in Seattle. According to Germain, as a less-developed nation in the global South (one of the WTO's "Least Developed Countries," or LDCs), Haiti has to participate in the global market to encourage its economic development. Germain also discusses the conditions that will be necessary for foreign investment.
