Micheline Bégin of the International Foundation for Electoral Systems (IFES) discusses preparations for the 2000 elections and IFES's efforts to reform Haiti's electoral process. In discussing the partisan politics of the CEP, Bégin cites the Haitian proverb "chat konnen, rat konnen" (implying that if everyone has some skin in the game, the process will be safe) to which Jean Dominique replies that there is another proverb too: "chat k ap veye mantèg" (figuratively: the fox guarding the henhouse). IFES has received funding from USAID to prepare the Haitian elections, and a private Canadian firm, Code Inc., has received the contract to print the electoral cards. Dominique wonders who will hold IFES accountable.
Micheline Bégin, de l’IFES (International Foundation for Electoral Systems) discute de la préparation des élections 2000 et du travail de l’IFES pour réformer le processus électoral en Haïti. Pour illustrer la politique du CEP, Bégin cite le proverbe « chat konnen, rat konnen », Jean Dominique répond avec un autre proverbe « chat k’ap veye mantèg ». L’IFES a reçu un financement de l’USAID pour préparer les élections en Haïti, et une compagnie canadienne, Code Inc., a obtenu le contrat de fabrication des cartes électorales. Dominique demande qui va surveiller l’IFES.
