According to McCalla, the Haitian people are tired of fraudulent elections and the fact that the Provisional Electoral Council (CEP) has never become a Permanent Electoral Council. They have lost confidence in the electoral process and are abstaining from elections. The supposedly democratic government is a de facto government. McCalla and Dominique also discuss whether the judicial system will be able to bring justice to victims of human rights abuses of the coup year. McCalla cites the incompetence of prosecutor Jean Auguste Brutus in the Guy Malary case as an example.
